The invention discloses a preparation method of lightweight high-strength hydraulic engineering concrete. The preparation method comprises the following steps: preparing a pretreated cement base material; adding water into sepiolite powder in a stirring state, adding octadecyl trimethyl ammonium chloride and nanometer titanium dioxide, carrying out an oscillation reaction under microwave irradiation, performing centrifuging, washing and drying successively, adjusting a temperature, keeping the temperature, and conducting crushing to obtain pretreated sepiolite powder; carrying out vacuum melting on a thermoplastic polyurethane elastomer, adding the pretreated sepiolite powder, performing uniform mixing, conducting spinning, and performing blending with high silica glass fibers to obtain inner-layer fibers; blending the inner-layer fibers and functional medical stone fibers to coat the outer sides of the inner-layer fibers with the functional medical stone fibers, and carrying out cutting off to obtain outer-layer fibers; and adding water, performing uniform stirring, adding the pretreated cement base material, and performing uniform stirring to obtain the lightweight high-strengthhydraulic engineering concrete.
