The horizontal steel bar positioning device comprises a plurality of positioning ladders, connecting bolts and bases, each positioning ladder comprises vertical rods on the two sides and a plurality of sections of horizontal rods, andthe horizontal rods are parallel to one another and evenly fixed to vertical rods; external threads are arranged at the upper end and the lower end of the vertical rod; adjacent positioning ladders are connected through connecting bolts; the base is in an inverted-T shape, internal threads are arranged on the upper portion of the base, and the base is fixedly connected with the bottom end of thelowermost positioning ladder through the threads. The horizontal steel bars are positioned through the distance between the horizontal rods of the positioning ladders, so that the distance between thehorizontal steel bars is kept consistent, and the horizontal steel bars are fixed to the positioning ladders before pouring, so that the horizontal steel bars are prevented from moving, and the pouring quality is guaranteed.
