The invention provides low-clinker cement as well as a preparation method and application thereof. The low-clinker cement comprises the following raw materials in parts by mass: 75-85 parts of blast furnace slag, 10-20 parts of gypsum, 1-10 parts of red mud and 2-5 parts of cement clinker, wherein the sum of the contents of oxides of calcium, silicon and aluminum in the blast furnace slag is greater than 80 wt%, the content of calcium carbonate in the blast furnace slag is less than or equal to 10 wt%, and the specific surface area is greater than or equal to 350 m<2>/kg. The high-activity blast furnace slag is used as a main component of the cement, the gypsum, the red mud and a small amount of the cement clinker are doped, and the alkali activity of the red mud and the blast furnace slagis fully utilized; through reasonable proportioning of several ash components, the low-clinker cement with high mechanical properties is generated through reaction under the synergistic effect of allthe components, and the use amount of the cement clinker is reduced.
