The low-carbon cement clinker comprises the following raw materials in percentage by mass: 45-70% of limestone, 8-15% of gypsum, 15-25% of coal gangue and 0-15% of oil sludge pyrolysis slag. The preparation method comprises the following steps: step 1, weighing raw materials; 2, uniformly mixing the raw materials, and grinding to obtain a raw material; 3, adding water into the raw material, uniformly mixing, pressing and drying; and step 4, calcining and then air-cooling to room temperature. The low-carbon cement clinker obtained by the method replaces 30% of standard cement in equal proportion, the 28-day activity index of the low-carbon cement clinker is 85-95%, the low-carbon cement clinker can be used for high-activity SCM materials prepared through carbonization and used in a Portland cement system, carbon dioxide in tail gas of an industrial kiln can be used as carbonization gas, and the low-carbon cement clinker has good social benefits and economic benefits.
