The system comprises a lower bridge pier and an upper bridge pier, wherein arectangular fixing column is fixed to the top end of the lower bridge pier, a cavity is formed in the bottom end of the upper bridge pier, and the upper bridge pier is slidably connected to the fixingcolumn through the cavity; four lifting cavities in a circular array are evenly formed in the top end of the lower bridge pier, hydraulic systems are arranged in the lifting cavities, and the outputends of the hydraulic systems abut against the bottom end of the upper bridge pier; the top end of the upper bridge pier is rotationally connected with a winch with a traction rope, and the top end ofthe upper bridge pier is further provided with a swivel driving device for driving the winch; a bearing table is fixed to the top end of the winch, and a bridge is fixed on the bearing table; and a trapezoidal groove is formed in one end of the bridge, and a trapezoidal part corresponding to the trapezoidal groove in shape is fixed to the other end of the bridge.
