A mounting groove is formed in the side wall of the mounting block, a mirror surface is fixed to the inner wall of the mounting groove, an air storage cavity is formedin the mounting block, an air injection mechanism is arranged in the air storage cavity, a rotating shaft is rotatably connected to the top of the power box in a penetrating mode, and a plurality of rotating blades are fixed to the circumferential side wall of the end, located outside the power box, of the rotating shaft. The method has the advantages that high-speed air flow formed by vehicles isused for driving the rotating vanes to rotate, thus rotation of the rotation is realized, the rotating block rotates to push the sliding block to do reciprocating motion, then the collision plate collides with the piezoelectric ceramic block in a reciprocating mode, the piezoelectric ceramic block continuously generates power and supplies power to the power supply capacitor and the power-off capacitor, storage of electric energy is achieved, electricity of the whole equipment is self-sufficient under the action of wind power, and energy consumption is reduced through conversion of wind energyand electric energy.
