According to the foundation bolt fixing device and the foundation bolt fixing construction method provided by the invention, the foundation bolts are positioned by the positioner processed by the two flat steel, so that the foundation bolt fixing device is simple in structure, convenient to use, and capable of ensuring the relative position of the foundation bolts does not change, avoiding the deformation or displacement of the foundation bolts, and realizing the accurate positioning of the foundation bolts.
