The thermal insulation mortar comprises the following components in parts by mass: 20-70 parts of inactive magnesium oxide powder, 5-55 parts of fly ash, 2-10 parts of magnesium phosphate cement layer-EPS particles, and 10-70 parts ofphosphate-filled expanded perlite, wherein the magnesium phosphate cement layer-EPS particles comprise EPS particles and a magnesium phosphate cement layer coating the EPS particles, and the phosphate-filled expanded perlite comprises expanded perlite and phosphate fine powder packed in open pores of the expanded perlite. The problem of use of a binder can be solved, and the fluidity and workability of the thermal insulation mortar are improved.
