The construction method comprises the following steps that S1, garbage around a roadbed is removed, and a foundation pit is dug in the ground; S2, the bottom wall of the foundation pit is compacted, and the pressing depth of the bottom wall of the foundation pit is not smaller than 10 cm; S3, a fixing assembly is laid on the inner side wall of the foundation pit, and the side wall of the foundation pit is fixed; S4, a metal cage net is placed at the inner bottom of the foundation pit, a plurality of reinforcing columnspenetrating through the metal cage net are inserted into the inner bottom wall of the foundation pit, the bottom ends of the reinforcing columns are inserted into soil below the foundation pit, and concrete is poured into the metal cage net to form a metal cage net layer; S5, the upper portion of the metal cage net is filled with gravel, and a gravel layer is formed; S6, a plurality of fixing columns are inserted into the gravel layer, concrete is poured on the gravel layer to form a concrete layer, and the fixing columns are located in the gravel layer and the concrete layer at the same time;and S7, a pavement layer and a waterproof layer are sequentially and fixedly laid on the upper surface of the concrete layer.
