The invention relates to a green building sewage discharging system and a garbage pretreatment device thereof. The garbage pretreatment device comprises a shell, a grinding assembly, a transmission assembly, an impact assembly, a spring and a motor, wherein the grinding assembly is arranged in the shell and comprises a crushing cutter disc; the transmission assembly is configured to enable the crushing cutter disc to rotate along with a motor shaft of the motor and comprises a transmission shaft sleeve capable of moving up and down; a vertical groove and a first spiral groove are formed in theinner wall of the transmission shaft sleeve; a first transmission protrusion is arranged on the motor shaft of the motor and located at the lower end of the vertical groove so that the motor shaft can drive the transmission shaft sleeve to rotate, the motor shaft is driven by the motor and rotates along the first spiral groove and the vertical groove under the action of the spring when the grinding assembly is stuck and consequently the transmission shaft sleeve cannot rotate, and the situation that the transmission shaft sleeve frequently moves upwards and downwards while the motor is stuckand burnt out is prevented; and the impact assembly is configured to move downwards and rotate reversely along with the transmission sleeve, move upwards and rotate forwards along with the transmission sleeve and impact the crushing cutter disc to promote the crushing cutter disc to rotate again.
