The invention relates to a pretreatment method for cement kiln co-treatment of a hazardous waste containing vinyl chloride phosphate ester, and belongs to the field of hazardous waste treatment methods. The pretreatment method comprises the following steps: (1) adding calcium hydroxide and ammonium hydroxide into the hazardous waste containing the vinyl chloride phosphate ester for detoxificationand solidification; (2) mixing and stirring the product obtained in the step (1) with an industrial waste; and (3) replacing part of fuel of a cement plant with the product obtained in the step (2), and replacing part of raw materials of the cement plant with the product obtained after combustion. The pretreated hazardous waste containing the vinyl chloride phosphate ester is fully combusted and decomposed through a closed cement kiln to replace part of fossil fuel required in the production process, and the product obtained after fuel combustion replaces part of the raw materials of the cement plant, so that the purposes of energy conservation and environmental protection are achieved.
