The device comprises an outer steel frame, an inner steel frame, a rotating device, a lifting device, a transverse moving in-place fixing device, a transverse moving device and a guide rail, wherein the top of the inner steel frame is connected with the top of the outersteel frame through the rotating device; the lifting device is mounted at the lower part of the inner steel frame; the transverse moving in-place fixing device is mounted on the side face of the lower part of the outer steel frame; the transverse moving device is mounted at the bottom of the outer steel frame; and the transverse moving device is arranged on the guide rail. According to the implementation mode and the specific structure, on the premise that the vehicle is parked on the bottom layer, the vehicle on the simple lifting upper layer can be simply lifted for parking and taking operation.
