The invention discloses a cement stable layer material prepared from construction waste. The cement stable layer material is prepared from the following raw materials in parts by weight: 60-70 parts of coarse aggregate, 50-70 parts of fine aggregate, 10-20 parts of fly ash, 4-8 parts of cement, 6-10 parts of a cement additive A, 8-12 parts of a cement additive B, 1-3 parts of a cement additive C and 1-3 parts of water. The invention further provides a preparation method of the cement stable layer material prepared from the construction waste. According to the invention, the construction wastecrushed aggregate is used as a main material, and the fly ash, the cement additive A, the cement additive B and the cement additive C are used as auxiliary agents, so that the tensile strength and stress of the cement stable layer material are improved under the action of the auxiliary agents, and the material has excellent mechanical properties and thermal properties; and the mechanical stabilityof a cement stable layer in use can be effectively improved when the material is applied to the cement stable layer.
