The product developed by the invention comprises a flaky silicate filler, wherein polydimethylaminoethyl methacrylate is grafted on the surfaces of single layer structures of the flaky silicate filler; gelatin with the isoelectric point lower than 7.0 is filled between the single layer structures. Wherein metal ions in the flaky silicate skeleton are at least partially substituted by hydrogen ions. In addition, an elastomer emulsion is also dispersed in the gelatin; and the elastomer emulsion is a room-temperature vulcanized silicone rubber emulsion. According to the product obtained by the invention, in a cement hydration process, sheet structures of the sheet silicate filler can be propped open and fixed, so that a moisture diffusion channel is formed inside, and after cement is hydrated and in a water permeation process,volume expansion to a certain extent can occur, so that relative negative pressure is formed inside the pervious concrete, and the water permeability of the pervious concrete is improved. And rapid downward permeation and diffusion of water are facilitated.
