The invention provides an elastic fastener applied to a railway steel rail and a mounting method thereof.The elastic fastener comprises a steel rail fixing assembly and an elastic assembly, the steelrail fixing assembly is fixedly arranged on a rail bearing plate, the elastic assembly is arranged below the rail bearing plate, and the elastic assembly is arranged on a railway ballast bed; the elastic assembly comprises an air chamber cavity, the air chamber cavity is filled with compressed air, the air chamber cavity is connected with the rail bearing plate in a sealed mode, and dynamic loadson the railway steel rail are transmitted to the air chamber cavity and a sealing elastic layer of the bearing plate through the rail bearing plate. Compressed air serves as a damping medium in a fluid form to be loaded in the well-sealed air chamber cavity, and the air chamber cavity is formed between the steel rail fixing assembly and the railway ballast bed, so that the wheel rail vibration noise is greatly reduced and improved; a supporting boss is arranged in the air chamber cavity, is perpendicular to the ballast bed and is used for limiting the railway steel rail to move in the direction of the railway ballast bed.
