A grout outlet end of a grouting corrugated pipe is connected with a grout storing and discharging device, the grout storing and discharging device is connected to the upper portion of the vertically-arranged grouting corrugated pipe, and the lower end of the grouting corrugated pipe is a grouting end for allowing a lower reinforced steel bar to be inserted therein; the top of the grout storing and discharging device is closed, the bottom of the grout storing and discharging device is connected with the upper end of the grout discharging end of the grouting corrugated pipe in a sealed mode, and a grout discharging nozzle is further arranged on the upper portion of the grout storing and discharging device. According to the invention, the fullness of the grouting material in the inner cavity of the grout storing and discharging device can be conveniently checked, so that the fullness information of the grouting material in the grouting corrugated pipe is obtained.
