The invention discloses a composite foundation structure of an offshore wind power single pile and a friction ring and a construction method thereof. The composite foundation structure comprises the steel pipe pile, wherein the friction ring is fixedly installed on the outer wall of the steel pipe pile through a wing plate connecting structure, the friction ring and the steel pipe pile are concentrically arranged, a hollow structure capable of penetrating through a seabed covering layer is formed between the friction ring and the steel pipe pile, during piling, the friction ring penetrates through a sludge covering layer of a seabed, and the friction ring is completely or partially embedded into a supporting layer of the seabed. The composite foundation structure can well adapt to the seabed geological environment with the sludge covering layer and has higher vertical bearing capacity and lateral bearing capacity, and the pile foundation is enhanced.
