The plugging device comprises two plugging heads, wherein the two plugging heads are located in a cable channel of the cable well, and each plugging head comprises an inner pressing plate, an outer pressing plate, a rubber sealing sleeve body located between the inner pressing plate and the outer pressing plate and a plurality of pressing mechanisms located in the rubber sealing sleeve body; a pre-tightening compression spring located between the two plugging heads; a pre-connecting structure comprising a pre-connecting rope, a limiting piece and a connecting sleeve, wherein the limiting piece and the connecting sleeve are arranged on the pre-connecting rope; and a normal connecting structure, wherein the normal connecting structure comprises a normal connecting rope, the inner end of the normal connecting rope is connected with the inner pressing plate of the second plugging head, and the outer end of the normal connecting rope is connected with the outer pressing plate of the second plugging head.
