The door and window locking device comprises a fixing assembly and a movable assembly, wherein the fixing assembly and the movable assembly are installed on two opening sashes used in cooperation; the fixing assembly comprises a first fixing base and a lock base, the firstfixing base is fixedly installed on the surface of a profile, and the lock base extends out of a first locking part in the closing direction of the lock base; and the movable assembly comprises a second fixing base, a movable locking piece and an elastic element, the second fixing base is fixed to the surface of the profile, the movable locking piece is hinged to the second fixing base, and a second locking part is arranged on the movable locking piece. According to the door and window locking device, locking of a sliding window is achieved through the first locking part of the fixing assemblyand the second locking part of the movable assembly, and due to the fact that the movable locking piece of the movable assembly can rotate, when the sliding window is unlocked or locked, the second locking part and the first locking part are connected together in a lap joint mode by controlling the movable assembly to rotate, and locking of the opening sashes of the sliding window is achieved.
