The feeding pipe is mounted on the stirring arm, and a pipeopening in the end, away from the mounting base, of the feeding pipe is used for spraying hardening agents to sludge. The first stirring roller comprises a rotary drum, a cover plate and a driving structure, the rotary drum and the cover plate are rotatably mounted at the end, away from the mounting base, of the stirring arm, the cover plate covers the rotating free end, and the driving structureis arranged in the rotary drum and used for driving the rotary drum to rotate. A plurality of stirring units are arranged on the peripheral wall of the rotary drum, each stirring unit comprises a first fan blade and a second fan blade which are vertically arranged on the peripheral wall of the rotary drum, and the first fan blades and the second fan blades are connected at a preset included angle.
