The invention relates to a track laying machine and a track construction method. The track laying machine comprises traction devices used for driving the track layer to move in the longitudinal direction, the lifting devices are fixedly arranged on the corresponding traction devices, each lifting device is provided with an output part, and the output parts of the lifting devices operably move in the vertical direction. A bearing frame is arranged between the two lifting devices, the two transverse ends of the bearing frame are connected to the output parts of the two lifting devices respectively, and walking wheels are arranged at the bottoms of the two transverse ends of the bearing frame; a plurality of steel rail dragging devices used for dragging steel rails to a construction site arearranged on the bearing frame at intervals in the longitudinal direction, and a sleeper hoisting device used for hoisting sleepers to the construction site is arranged at the bottom of the bearing frame. By means of independent movement of the rail laying machine, laying work of sleepers and steel rails in rail construction can be completed, and good practical value is achieved.
