The structure comprises a culvertpipe arranged at a water delivery position of a dam body, wherein the culvert pipe is filled with a row of grouting bags, a culvert pipe space except the grouting bags is filled with self-compacting concrete, culvert pipe prefabricated end plates are installed at the ends of the culvert pipe, at least two rows of grouting holes with downward end openings are formed in the dam body in the axial direction of the culvert pipe, one row of the two rows of grouting holes penetrate through the culvert pipe, and the end openings of the other grouting holes are positioned within 0.5 m from the peripheral side of the culvert pipe. The structure can improve the construction efficiency of culvert pipe plugging, reduces the construction difficulty, and avoids the situation that a novel water seepage channel is formed.
