The invention discloses a tensioning device for insufficient reserved length of a steel strand and an application method thereof. The tensioning device comprises a working anchor, a jack, a tool anchor, a connecting component, a dowel bar, a counter-force support and a limiting part. Steel base plates are arranged on the two sides of the working anchor respectively, and the two ends of the connecting component are detachably connected with the tool anchor and the dowel bar respectively. The counter-force support is sleeved outside the connecting component, the inner end of the counter-force support is supported on the steel base plate on the outer side of the working anchor, the jack is concentrically arranged on the outer side of the counter-force support, and the dowel bar penetrates through the jack and then is locked through the limiting part. When the jack works, tensile force is generated on the dowel bar, the tool anchor can pull the steel strand outwards, meanwhile, supportinglegs of the counter-force support abut against the steel base plate on the inner side of the tool anchor, tensioning operation is safe and reliable, and operation is easy. According to the tensioningdevice for insufficient reserved length of the steel strand and the application method thereof, tensioning of the steel strand is achieved in the mode that the steel strand is pulled outwards, the requirement for the reserved length of the steel strand is reduced, when the reserved length of the steel strand is insufficient, anchor cable construction does not need to be conducted again, and the production cost and the construction cost are low.
