The invention relates to the field of building concrete quick-drying agents, in particular to an aluminate fluid concrete powder quick-drying agent, which comprises a quick-drying component and a dispersing and modifying component, and is characterized in that the quick-drying component is at least one of aluminate, an aluminum ion-containing compound and carbonate; wherein the dispersing and modifying components are at least one of amides, polymeric iron salts and polymeric aluminum salts. The concrete powder quick-drying agent solves the problem of recycling and utilizing returned concrete,can convert residual and returned flow-state concrete in a mixing plant into dry concrete granulated aggregate in a short time, and can achieve the purpose of recycling and utilizing commodity stirredreturned flow-state concrete. The invention also provides a use method of the aluminate-based fluid concrete powder quick-drying agent.
