The invention relates to the field of building concrete quick-drying agents, in particular to a fluid concrete powder quick-drying agent which comprises a quick-drying component, a dispersing and modifying component and a stabilizing component, and the quick-drying component comprises at least two of aluminate, an aluminum ion-containing compound and carbonate; wherein the dispersing and modifyingcomponents are at least two of amides, polymeric iron salts and polymeric aluminum salts; and the stabilizing component is at least one of sodium hydroxide, sodium oxide, calcium oxide and calcium hydroxide. The powder quick-drying agent can convert residual and returned materials of fluid concrete in a mixing station into dry concrete granulated aggregate in a short time, and the concrete powderquick-drying agent can achieve the purpose of recycling and utilizing commercial mixing returned fluid concrete. The invention further provides a using method of the fluid concrete powder quick-drying agent.
