The cold recycled mixture comprises a new aggregate, a pavement milling material, cement, mineral powder, emulsified asphalt and water; the total parts by mass of the new aggregate, the pavement milling material, the cement and the mineral powderare 100 parts, and the cold recycled mixture concretely comprises, by mass, 0-50 parts of the new aggregate, 50-100 parts of the pavement milling material, 1.5-2.5 parts of the cement, 2 parts of themineral powder, 2.5-4.5 parts of the emulsified asphalt and 3-5 parts of the water. According to the production method, the strength of the pavement can be improved, the utilization rate of the old asphalt pavement is effectively increased, and green development of roads is achieved.
