The invention discloses a construction method for rebuilding an existing building basement outer wall. The construction method comprises the steps that S1, an upper wall body of the existing buildingbasement outer wall is dismantled, and a first joint surface is formed; S2, a steel bar protection layer on one side of the upstream face of the existing building basement outer wall is stripped, a second joint face is formed, the first joint face is connected with the second joint face, and the second joint face is located below the first joint face; S3, water swelling sealing strips are installed on the first joint surface and the second joint surface; and S4, starting from the first joint face and the second joint face, construction of a newly-built wall is conducted. According to the method, by prolonging a water seepage path and adopting conventional waterproof materials such as conventional impermeable concrete and the water swelling sealing strips, the water-stop steel plate type waterproof effect of a newly-built engineering construction joint can be achieved. Compared with a conventionally adopted post-grouting leaking stoppage method, the construction method belongs to pre-control, the structure construction method is simple and convenient, and the cost is low.
