An image acquisition unit of the present invention acquires a captured image showing the part of cargo to be dropped from an image capture device. A site position-specifying unit specifies, on the basis of a position-specifying model and the captured image, the position in the site of a predetermined portion of the cargo to be dropped shown in the captured image. The position-specifying model is alearned model which outputs the position of the predetermined portion of the cargo to be dropped being shown in the image, by inputting the image.
