The invention relates to a steel casing group underwater positioning device and a construction method. The steel casing group underwater positioning device comprises supporting rods, casing pipes andsteel wire ropes; the supporting rods are erected at the top ends of steel casings; the steel casings are sleeved with the casing pipes; the two ends of the steel wire ropes are connected with the supporting rods and the casing pipes correspondingly so that the casing pipes can be hoisted on the steel casings; and the casing pipes of adjacent steel casings are fixedly connected by connecting systems, so all casing pipes are fixedly connected. The steel casing group underwater positioning device and the construction method have the advantages that underwater limiting is formed, double-layer stable limiting can be formed by the underwater limiting device and a traditional underwater limiting device, and large shaking of the steel casings is avoided.
