The invention discloses a metal tailing and non-ferrous metal waste residue cementing material, which comprises the following raw materials in parts by weight: 70-100 parts of metal tailing and non-ferrous metal waste residues and 0.1-30 parts of cementing material, the preparation method comprises the following steps: (1) weighing the raw materials; and (2) mixing and grinding the metal tailings,the non-ferrous metal waste residues and the cementing material, and sieving to obtain the product. The content of clinker used by the cementing material does not exceed 30%, and a large amount of metal tailings and non-ferrous metal waste residues stacked into a mountain can be consumed, so that the effect of changing waste into valuable is achieved; the preparation method disclosed by the invention is a low-cost grinding process and can be directly used without calcining, so that the production cost is reduced; the special cementing material for foam concrete prepared by the technical scheme of the invention has low hydration heat, can be used for continuous construction, and avoids the problem of low efficiency of layered construction in traditional construction.
