The invention discloses a bottom-turning residue filtering basket capable of sealing water and a drainer applying the same. The bottom-turning residue filtering basket comprises a water guiding cup and a residue filtering basket body; a supporting frame is fixedly connected to the bottom end of the interior of the water guiding cup; a positioning screw is connected to the center of the bottom of the supporting frame; the residue filtering basket body is installed in the water guiding cup; an adjusting column is installed below a movable bottom cover; a spring positioning steel ball is embeddedinto one side of the adjusting column; and the outer ring of a fixed column is sequentially connected with a gasket, a water sealing cover and a hollow column in a penetrating mode. The residue filtering basket body is pressed downwards, the spring positioning steel ball is used for limiting, the adjusting column is completely connected with the positioning screw, the water sealing cover blocks the supporting frame, plugging is completed, when the drainage rate needs to be adjusted, the position of the adjusting column in the positioning screw, namely the distance between the water sealing cover and the supporting frame, is adjusted, and use is flexible; and secondly, the dirty outer side and the dirty bottom of the residue filtering basket body do not need to be touched, the movable bottom cover can be popped up only by lifting and pinching a lifting ring, kitchen garbage can be easily poured out, and the interior of the residue filtering basket body can be conveniently cleaned.
