Provided are: an aqueous application-type coating film removing composition that reduces the risk of fire, health problems, etc., in a coating film removing work process, and that is capable of exhibiting removing properties equivalent to or better than those of solvent-based removing agents; and a method for removing a coating film. The present invention pertains to: a coating film removing composition that contains water, an alcohol having an aromatic group, an ether having an aromatic group, and at least one cellulose derivative, that has a pH of 5-9, and that satisfies conditions (i)-(viii) regarding viscosity, temperature-related change rate (5 DEG C/25 DEG C) of viscosity, and thixotropic ratio; and the use of the composition.
