According to the retarding and water reducing agent disclosed by the invention, the release and diffusion of the polycarboxylate superplasticizer are delayed by adding a semipermeable membrane formed by the aromatic polyamide fibers, so that the effects of prolonging the action time of the superplasticizer and improving the dispersion retentivity are achieved, the concrete setting time is delayed, and the strength of the concrete is improved.
