The retarding type water reducing agent comprises the following components: a polycarboxylic acid water reducing agent, a straw alkali-soluble substance, sodium gluconate, sodium tripolyphosphate, lignosulfonate and an odor camphor super plasticizer. The doping amount of the polycarboxylic acid water reducing agent and the lignosulfonate accounts for 0.5-0.7% of the mass of the concrete; the doping amount of the straw alkali-soluble substance, the sodium gluconate, the sodium tripolyphosphate and the stink camphor superplasticizer accounts for 2-2.5% of the mass of the concrete; by optimizing the mass ratio of the straw alkali-soluble substance to the sodium gluconate, the sodium tripolyphosphate, the lignosulfonate and the smelly camphor superplasticizer, the synergistic effect of all the components is exerted, the water reducing and retarding effects of the water reducing agent are further enhanced, and meanwhile the flowability of concrete can be kept.
