The invention relates to the field of prefabricated segments, in particular to prefabricated segment concrete and a prefabricated segment. The precast segment concrete is prepared from the following raw materials in parts by weight: 110 to 140 parts of cement; 30 to 45 parts of a mineral admixture; 130 to 180 parts of sand; 250 to 330 parts of stone; 4 to 5 parts of a water reducing agent; 35 to 45 parts of water; and 15 to 20 parts of modified hydrotalcite powder. The prefabricated segment concrete prepared by the invention has relatively high chloride ion penetration resistance, so that reinforcing steel bars in the prepared prefabricated segment are not easy to rust, and the durability of the prefabricated segment is improved.
