The invention discloses a deep-water shallow covering layer full-rock-socketed bridge foundation construction method which is sequentially carried out according to the following steps that firstly, a steel trestle and a steel platform are built on water, and then a lock catch steel pipe pile cofferdam is constructed outside the side boundary of a designed bearing platform; pile foundation equipment and constructing pile foundations are installed on a steel platform, hole guiding and re-vibration are synchronously conducted on the lock catch steel pipe pile cofferdam, and a pipe and a hole are filled with fillers at a certain height to solidify the bottom of the cofferdam; a temporary platform is erected through a gap between the steel trestle and the steel platform, grouting equipment is installed, and curtain grouting and water stopping are conducted on shallow coverage; the steel platform in the steel cofferdam is removed, water is pumped, and purlin supports are installed step by step until a water-free operation environment is formed in the cofferdam; a steel casing for pile foundation construction is cut off, excavation equipment is lowered, and a shallow covering layer and soft stone are cleaned; and a construction intercepting ditch is used for intercepting water, if water leaks in the cofferdam, plugging is conducted in time, and curtain grouting water stopping and the like are conducted in the cofferdam.
