The invention provides a #-shaped clamping beam for controlling the inserting and driving perpendicularity of a steel pipe pile and a construction method. The #-shaped clamping beam comprises a first limiting device for limiting the horizontal direction of the plane of the steel pipe pile and a second limiting device for limiting the vertical direction of the plane of the steel pipe pile, wherein the first limiting device is provided with a first clamping space for the steel pipe pile to penetrate through; the second limiting device is provided with a second clamping space for the steel pipe pile to penetrate through; the second limiting device is arranged on the upper layer or the lower layer of the first limiting device, and the projection of the second limiting device and the projection of the first limiting device on the horizontal plane are of a #-shaped structure; the #-shaped structure is formed by limiting the two directions of the plane of the steel pipe pile, and the inserting and driving perpendicularity of the steel pipe pile is controlled; and when the steel pipe pile is inserted and driven, the limiting devices at different height positions can effectively help the steel pipe pile to control the perpendicularity, and the #-shaped clamping beam has the advantages of being high in construction speed, convenient and fast to construct, high in control precision and the like.
