The cement barrel is continuously conveyed upwards through the conveying device, and when the interior of the cement barrel is conveyed to an arc-shaped corner part of the upper part of the conveying device, a jacking rod drives a spherical block to abut against an arc-shaped groove through a transmission part, so that cement in the cement barrel is poured into a charging barrel; and when the cement barrel begins to incline and topple, a push rod on the outer wall of the cement barrel makes contact with an abutting plate, acting force is generated between the push rod and the abutting plate, a movable base station is driven to move synchronously with the cement barrel, so that pouring operation is completed synchronously when the cement barrel moves, manual taking and pouring are not needed, operation is easy, the labor intensity is reduced, and the working efficiency of constructors is improved.
