The tensioning and bonding pre-grouting prestressed tendon comprises a steel strand and a sheath, and the outer side of the steel strand is coated with a retarding adhesive; and the sheath sleeves the outer side of the steel strand coated with the retarding adhesive, and a plurality of curing agent capsules are arranged between the sheath and the steel strand. The curing agent capsules are arranged in the sheath, when the prestressed steel strand is tensioned, the curing agent capsules and the sheath can displace, the curing agent capsules can be extruded and broken by the sheath, curing agents in the curing agent capsules flow out to promote curing of a delayed coagulation adhesive, so that the prestressed steel strand and concrete work together, and a bonded prestressed structure is formed.
