According to the binder disclosed by the invention, the zirconia powder is endowed with certain plasticity in the rolling forming method preparation process of the zirconia beads, so that the layering phenomenon is avoided in the grinding bead forming process, the wall sticking phenomenon of the powder in forming equipment is reduced, and the compactness and sphericity of a zirconia bead forming blank can be improved; the anti-crushing strength and toughness of the zirconia beads after sintering are ensured, so that the zirconia beads have excellent wear resistance.
