The invention relates to the technical field of building construction, and particularly relates to a thickness construction method and a thickness control device for a cast-in-place reinforced concrete pouring protective layer. Under the action of a supporting groove, a steel bar plate surface is controlled at a proper thickness position, so that the thickness of the cast-in-place reinforced concrete pouring protective layer is effectively controlled; in a concrete pouring process, steel bars can be prevented from sliding or rolling on the thickness control device, so that stability of a steel bar laying position in the pouring process is improved, and stress uniformity is improved; meanwhile, a filling hole and a slurry leaking hole are formed, so that concrete slurry can enter the thickness control device to form, and therefore, the defect that the integral strength of concrete at the position of the thickness control device is relatively low as a cavity is formed in the position of the thickness control device or a joint of concrete and an interface is fragile as a manufacturing material is plastic and the like is avoided; and the strength of a poured concrete plate surface is improved.
