Vehicle emergency escape channels are arranged on the side walls of the upper-layer driving channel and the middle-layer water supply and drainage space; and a weather-resistant steel filter screen is arranged on a structural middle plate between the middle-layer water supply and drainage space and the bottom-layer water supply and drainage space, and an opening and closing structure and an automatic control device are arranged at the bottom of the weather-resistant steel filter screen. In case of an emergency, the opening and closing structure can be controlled to be opened, water in the middle-layer water supply and drainage space is released to the bottom-layer water supply and drainage space, and the middle-layer water supply and drainage space serves as a vehicle emergency evacuation channel.
