The device comprises a transmission rod, a motor, a collecting barrel, a cover plate and a strip-shaped soil cutter; the motor is connected with the upper end of the transmission rod; the collecting barrel is connected with the lower end of the transmission rod, and the lower end of a barrel body of the collecting barrel is open; the cover plate covers and is detachably connected to the opening, and a strip-shaped opening is formed in the cover plate in the radial direction and extends outwards from the center; the strip-shaped soil cutter is arranged on the lower surface of the cover plate; and the cutting edge of the strip-shaped soil cutter extends outwards from the center of the cover plate in the radial direction, and protrudes out of the lower surface of the cover plate to form an inclined strip-shaped cutting face.
