The invention relates to the field of river regulation, and particularly discloses a black and odorous riverway treatment method which comprises the following steps: substrate pretreatment, construction of a plant zone, construction of a submerged plant community, water source supplementation, construction of an ecological floating bed and maintenance management. The cement layer is prepared from the following raw materials in parts by weight: 100 to 130 parts of cement, 50 to 60 parts of coarse sand, 6 to 9 parts of chelating agent, 20 to 30 parts of stone, 30 to 40 parts of fly ash and 130 to 150 parts of water; and the method has the advantage of reducing secondary pollution of the water body of the river channel.
