The invention discloses a flood prevention device based on BIM. The flood prevention device comprises a fixed base, a drainage cover plate, a lifting mechanism and a plurality of interception mechanisms, the fixed base is provided with a containing groove, a drainage through hole is formed in the bottom of the containing groove, the drainage cover plate is arranged at a groove opening of the containing groove, the lifting mechanism and the intercepting mechanisms are installed in the containing groove, the lifting mechanism drives the drainage cover plate to do lifting motion, and the intercepting mechanisms are installed on the drainage cover plate. The flood prevention device has a closed state under a common condition and a lifting state under an emergency condition. The invention further discloses an urban rainstorm emergency early warning control flood prevention system which comprises an urban rainstorm emergency early warning control center and a plurality of urban rainstorm processing branch centers. According to the flood prevention device based on BIM and the urban rainstorm emergency early warning control flood prevention system, on one hand, the water discharge amount in the flood season can be increased, and emergency flood prevention is achieved; and on the other hand, large garbage and sundries are prevented from flowing into a sewer well during flood discharge.
