According to the invention, the geotechnical cloth layer can be tightly attached to the collapsed embankment by means of the water pressure of a water body, so that the effect of resisting flood erosion of the embankment is achieved, and the embankment with local collapse is prevented from continuously collapsing under flood erosion.
