The invention discloses composite geotechnical cloth and a slope protection method based on the composite geotechnical cloth. The method comprises the steps that jute fibers are sequentially treated through a biological enzyme method and a hydrothermal method to obtain modified jute fibers; modified jute fibers serve as a base layer, sugarcane fibers are laid on the base layer to serve as a middle layer, then the modified jute fibers are laid on the sugarcane fibers to serve as a surface layer, and the composite geotechnical cloth is obtained through spinning. The composite geotechnical cloth is laid on the side slope, the base layer faces the soil of the side slope, and dichondra repens seeds are sown on the surface layer. According to the slope protection method, the composite geotechnical cloth is used for slope reinforcement in the early stage; according to the slope protection method, the sugarcane fibers are gradually degraded along with time, the effect of promoting growth of dichondra repens can be achieved while the strength of a soil body is enhanced in the degradation process, and after growth is completed, the dichondra repens and the modified jute fibers are mainly used for slope reinforcement in the later period, so that the slope protection method can achieve a good slope protection effect in the whole process.
