The invention relates to a concrete foaming agent, in particular to a composite foam concrete foaming agent and a preparation device and method thereof. The preparation method comprises the steps that 1, an aqueous solution of the foaming agent is introduced into a stirring barrel, and an air supply pipeline is used for ventilating the stirring barrel; 2, a foaming motor is started to drive two pulling screws to rotate, opposite pulling force is generated when the two pulling screws rotate, and the aqueous foaming agent solution is foamed; 3, the foaming agent for foaming is introduced into a machining top cylinder through a discharging pipeline, and concrete is placed in the machining top cylinder in advance; and 4, a stirring mechanism conducts rotary stirring on the concrete, a lifting mechanism conducts reciprocating lifting stirring on the concrete, and the stirring mechanism and the lifting mechanism are matched to rapidly stir the foaming agent and the concrete for foaming. The a compositefoaming agent for the foam concrete in the invention relates comprises the following components in parts by weight: 0.13 to 0.2 part of methyl glucoside polyoxyethylene ether dioleate, 3 to 5 parts of barium ricinoleate, 4 to 6 parts of a deinking agent, 12 to 15 parts of lignin, 15 to 20 parts of an aldehyde substance, and 30 to 40 parts of water.
