The invention discloses a base layer and roadbed material compaction method and a single-drum vibratory roller. The method comprises the following steps of rolling for 1-2 times by using one or a combination of two of a double-drum vibratory roller, a single-drum vibratory roller and a pneumatic tire roller, using a high-speed high-frequency large-exciting-force single-drum vibratory roller for carrying out vibratory rolling for 1-3 times, and in the rolling process, enabling the rolling speed not to be smaller than 6 km/h, the vibration frequency not to be smaller than 31 Hz, the nominal amplitude not to be smaller than 1.8 mm, and the exciting force not to be smaller than 450 kN, rolling for 1-2 times by using a single-drum vibratory roller or rolling for 2-3 times by using a pneumatic tire roller, and rolling for 1-2 times by using a double-drum vibratory roller. The working mass of the high-speed high-frequency large-exciting-force single-drum vibratory roller is not less than 20 tons, the front wheel distribution mass is not less than 13 tons, the front wheel static line load is not less than 590 N/cm, the diameter of a vibrating wheel is not less than 1500 mm, and the rated power value of an engine for a power system is not less than 8 times of the working mass of the engine.
