The invention discloses a mounting tool for multiple rows of reinforcing steel bars of a frame beam. The mounting tool comprises a plurality of tool units, wherein each tool unit comprises two pull rods which are arranged in parallel at an interval; a hook is arranged at the top of each pull rod; a circular ring is fixedly arranged at the bottom of each pull rod; and rolling shafts are arranged in the two circular rings at the bottoms of the two pull rods. The invention further discloses an implementation method of the mounting tool for the plurality of rows of reinforcing steel bars of the frame beam. The invention provides the implementation method for realizing two or three rows of reinforcing steel bars in the frame beam by using the mounting tool for two or three rows of reinforcing steel bars of the beam hung on upper corner reinforcing steel bars of the beam. The mounting tool is simple in material, easy to assemble, convenient to use, capable of being repeatedly used, low in safety risk, good in effect and high in practicability, and manpower and material resources are greatly saved.
